Man Arrested in Stevens County for Child Pornography

On September 2, 2025, at approximately 3:30pm, the Stevens County Sheriff’s Office arrested Carter Alan Moser, age 57, of Morris, MN, on the following charges: 

Count I: Possess Pornographic Work; Minor under 14

Minnesota Statute: 617.247.4(b)(3), with reference to: 617.247.4(a), 617.247.4(b) Maximum Sentence: 10 years, $10,000 fine, or both

Offense Level: Felony

Count II: Possess Pornographic Work; Minor under 14

Minnesota Statute: 617.247.4(b)(3), with reference to: 617.247.4(a), 617.247.4(b) Maximum Sentence: 10 years, $10,000 fine, or both

Offense Level: Felony

Count III: Possess Pornographic Work; Minor under 14

Maximum Sentence: 10 years in prison, $10,000 fine, or both

On September 4, 2025, Moser had an initial appearance in Stevens County District Court. Unconditional bail for Moser was set in the amount of $200,000.00. Conditional bail for Moser was set in the amount of $0.00 and Moser was released with conditions. 

The MN Bureau of Criminal Apprehension (BCA) assisted the Stevens County Sheriff’s Office with this investigation.
